Rusty Von Querner’s career is defined by deep aviation expertise and a dedication to service. Beginning in 1992 as a U.S. Navy Aviation Mechanist Mate, he specialized in 54H60 propeller training and T56 power plants, later becoming a Quality Assurance Representative and Plane Captain.

His commitment deepened in 1996 when he became a P-3C Orion Flight Engineer, logging over 7,500 flight hours. Rusty excelled as an Instructor Flight Engineer (IFE), sharing his knowledge with countless pilots and engineers. His bravery in Operations Enduring Freedom and Iraqi Freedom earned him four Air Medals and saw him fly over 200 combat missions.

Rusty’s instructor role extended beyond the classroom. At VP-30 Fleet Readiness Squadron, he revamped training curricula and served on the Air Demonstration Team, thrilling crowds at 40+ air shows.

Since retiring in 2012, Rusty’s impact continues. Joining PPI Technical Services as Training Coordinator, he quickly rose through project management to become Director in 2021 and General Manager in 2023. His extensive hands-on maintenance, flight operations, and leadership experience continue to shape PPI Technical Services’ future.

Jeremy’s distinguished 12-year career in the United States Air Force earned him five Air Force Commendation Medals and two Air Force Achievement Medals. His dedication is evident through four combat deployments in support of Operation Enduring Freedom.

Early on, Jeremy excelled as both an Installation Patrolman and Unit Training Manager, overseeing records and upgrades for 144 personnel. His leadership shone in the high-stakes environment of the Nuclear Enterprise, where his team expertly managed Weapons Storage Area operations and aced Nuclear Surety Inspections.

Jeremy’s adaptability led him to become a K-9 Handler. On three Middle East deployments, he and his K-9 partner were instrumental in detecting explosives and IEDs. His skills extended to supporting the US Secret Service on domestic and international protection details.

Rising through the ranks, Jeremy became a Trainer and Kennel Master in just four years. Before leaving the service, he earned his bachelor’s with honors and the prestigious role of Military Working Dog Program Manager for the United States Air Force Central Command. In this position, he oversaw centers in nine countries, managed over 50 personnel, drove policy development, and streamlined logistics with over 130 successful, timely deployments.

Tony Payne’s dedication to service is evident in his two Air Medals earned during Operation Enduring Freedom, where he logged 58 combat missions. His 2,000+ hours of in-flight systems monitoring led to his prestigious Functional Check Flight qualification, ensuring mission-critical aircraft were ready for takeoff.

In 2015, Mr. Payne shifted gears, earning his Bachelor of Science in Advertising and Marketing from the University of Texas in Austin. He honed his skills while working as a Leasing Consultant, developing new compliance procedures for local assets.

After graduating with honors in 2019, he applied his project management expertise as a Client Success Manager at a marketing startup. There, he streamlined turnaround time through new bulk project guidelines and served on a business strategy committee, evaluating policies and crafting ideal training programs.

Joining PPI Technical Services in 2021, Mr. Payne quickly shared his knowledge, training forces like the Nigerian and Royal Jordanian Air Force, alongside clients like Lynden Air Cargo on the 54H60 system. He’s also revamped Pacific Propeller’s employee onboarding with courses in FAR, Root Cause Analysis, Shop Safety, and more – boosting confidence and retention.

His commitment to quality extended to compliance roles, ensuring lab adherence to rigorous standards. At Simco Electronics, Bryan broadened his knowledge across various disciplines. Leveraging his strong metrological foundation, he creatively adapted equipment for unique measurement tasks and became a mentor, sharing his expertise with new technicians.

Since joining PPI Technical Services in 2022, Mr. Chow’s impact has continued. He’s been instrumental in supporting Pacific Propeller International and the Indonesian Airforce, demonstrating his ability to apply his skills across diverse contexts.

In June 2022, Gavin shifted his focus to instruction, becoming a Mechanical Instructor at Safair. Currently, he serves as a PPI Technical Services Project Manager in the Philippines, where he’s instrumental in developing the Philippine Air Force’s Hamilton 54H60 Propeller Repair Shop capabilities.

In 1994, Roelof expanded his expertise into Nondestructive Testing (NDT), achieving ASNT Level II across multiple methods and rising to NDT and Wheel and Brake supervisor. In 2007, he transitioned to teaching at SANDE, where his TETA qualifications as an Assessor and Moderator allowed him to guide NDT professionals.

Further career highlights include running the NDT production facility at DENEL SAAB Aerostructures (2008) and training Royal Saudi Air Force NDT personnel (2009). Returning to South Africa, he managed Silverwing operations and trained across Africa.

Since joining PPI Technical Services in 2012, Roelof has held significant roles as NDT Program Manager in Indonesia, extending his leadership to the HSS program. Currently, he brings his wealth of experience to PPI Technical Services as the Tire and Wheel Shop Program Manager.

Mr. Jeff Heikke is the Chief Executive Officer (CEO) of Precision Aerospace Products (PAP), and he brings considerable experience and expertise to the operations of PPITS. Mr. Heikke is a veteran manager of aerospace companies with 40 years of experience in maintenance, repair, and overhaul (MRO), manufacturing and distribution businesses. As head of the PAP Group, he has hired and promoted from within individuals to assume more of the day-to-day operations of PPITS and PPI. This was done to allow Mr. Heikke to focus more time on developing the PAP Group into a leading international aircraft support company. Mr. Heikke’s background includes holding numerous senior management positions at BF Goodrich Aerospace (Tramco), establishment of international satellite facilities, and direct management of defense contracts and programs at military organizations around the world. His direct International experience contributed significantly to the successful performance of our prior programs and will prove invaluable for this proposed Collins Aerospace and PPITS Agreement.

In December of 2019 Andrew joined the Precision Aerospace Products (PAP) groups of C&S, Pacific Propeller International, and PPI Technical Services as Chief Engineer. Before joining the PAP, group Andrew was at Bell Helicopter where he served as Sr. Manufacturing Development & Process Engineer from 2016-2019.

Andrew’s time here at PAP he has assisted all business units with all technical questions. Along with designing tooling to satisfy FAA equivalencies, as well as repair specifications and data sheets accepted through DER. He has functioned as primary engineering contact for internal and external customers, and regulatory bodies.  Performed business development functions to bring capabilities for four full product lines, and multiple new processes online. Functioned as SME for tooling, bonding/curing processes, GD&T, plating, and machining. Lead engineering organization across multiple facilities and as primary in-house CNC machine programming/integration, and tool design.  Developed, organized, and executed Capital projects, managing projects from conception to completion. Aligned personnel, budgets, schedules, and suppliers to execute projects IAW organizational goals.

While serving as the Sr. Manufacturing engineer at the Rotor systems Center for Bell he led several new process development projects, including machining/machine centers, optimized tooling, and HVOF flame spray. Developing SOW’s and interfaced with suppliers to ensure acceptable deliveries. He also Functioned as SME for composite and metal bonding and machining, and metal fabrication. He was highly successful in reducing defective products using RCCA, DMAIC, Six sigma tools, influenced and organized NC programming, quality, and manufacturing personnel to improve existing processes. He created and maintained engineering instructions for manufacturing which reduced waste in processes throughout manufacturing area using lean techniques.  He also Served as liaison between manufacturing, safety, quality and design groups as well as DOD customers for large scale ($3M+) capital projects centered around redesigning old manufacturing techniques.

Andrew was also the Sr. Production Supervisor for the Drive Systems Center while at Bell.  Where he led a crew of 10-200 union employees in precision manufacturing – Tool make, lathe, mill, jig bore, grind, gear finishing, hob, and shaping operations. He was key in developing methodology to produce development parts and performed manufacturability analysis for the development parts. He developed manufacturing timelines and planning outlines for development parts and standard manufacturing schedules. Spearheaded several machine repair and preventative maintenance projects. He developed and implemented cross training schedules to allow full utilization of employees.

Mr. Goss is law school graduate who was hired by Boeing Military Airplane Company (BMAC) as a Contract Administrator and trained in government (FAR) contracting on a $95 billion Air Force Contract (B1-B Avionics – F33657-81-C-0213)) before being promoted to a Contract Manager and assigned to BMAC’s Research and Development group where he was assigned 65 active contracts and 65 active proposals and baptized in the world of Government contracting before being assigned to the $75 billion YF-22A Advanced Tactical Fighter contract (F33657-C-56-2085), with a projected  funding of $120 billion and Air Force One Replacement contracts.

Dennis has experience with FFP, CPFF, CPIF, LOE, ID/IQ, Cost Share, T&M, Award Fee, Incentive, Letter, Economic Price Adjustment, Price Redetermination, LOE, and Cost Reimbursement contracts with both prime and subcontract administration and purchasing.

Dennis’s primary focus for the past 40 years has primarily been in contract law, with expertise in both the government and commercial arenas. He has provided contract and proposal management on large DoD procurements in the production and R&D environments, including several of the largest contracts ever awarded by the U.S. Government.

Some of the contracts he has worked on include Tactical Life Support Systems (F33615-83-C-0631); Fuel Effects Fuel System Simulator (F33615-83-C-2323); Propulsion/Weapon System Interaction Model (F33615-83-C-2347); Manufacturing Technology for Large Aircraft Composites Structures (Fuselage) (F33615-83-C-5024); Air-to- Air Attack Management (PO 110-675211-9-7); Atmospheric Electro Magnetic Pulse Simulator for Wright Patterson AFB, and Base Operations Service Contract at Naval Submarine Base Bangor, to name a few.

Dennis has operated in the avionics, aerospace, software, construction, IT/IP, environmental arenas and with most government agencies in both domestic and foreign countries.

Francois started his  career as an apprentice in 1984 with the South African Airforce on C130B aircraft. Qualified in 1987 and achieved the rank of F/Sgt. He attended the Airforce Junior Management Course in 1995, but resigned end of 1996.

From 1997, he worked for Denel Aviation as an Avionic Tech on Boeing 737 and C130BZ aircraft. He become a Crew Chief after 3 years, and was responsible for the Acceptance Test Procedures on the C130BZ upgrade program for the SAAF, as well as for 2 cargo conversions of Boeing 737 NG aircraft.

He was also accredited as a CBMT test official to train apprentices at Denel Aviation

In 2005, he resigned and started at Safair with there Short Visit Maintenance Dept. and completed several tours as an outstation tech. He resigned at end of 2007 to join Global Aviation.

At Global Aviation, he worked as an outstation tech and also completed several tours on mostly MD82 aircraft

In 2009, he was recruited back to Denel Aviation as a Field Support Specialist for the C130BZ aircraft. He held the position as Crew Chief, and was responsible for the C130 Avionic Section. The C130 Section was dismantled in 2022 and was transferred to the Product Support Section as a Technical Specialist until he began his tenure with PPITS.
